Restrict Ship to Customer based on Order Header Customer entry

During Sale Order Creation , CSR is allowed to select the Ship to Customer from LOV , which we don't want .

Checked the below setup

  1. Order Management parameters - Customer RelationShip Type All Customer, or Related Customer
  2. Setting up relationships in Customer Accounts>Relationship . - Party Relationship or Account Relationship

Oracle fusion Order Management doesn't stop from picking any Ship To Customer in sales order even after all the setups

Is there any alternate solution exist
