AP Invoice ADFDI access for validation without ability to upload

Summary: Is it possible to create a custom role which allow ADFDI preparers to log into the ADFDI template and enter data with the form validating what they've entered but not upload to the system or provide any access to the AP module in the system?

A client has a need for ADFDI preparers to perform data validation in the form but not be able to upload to AP module in the system or provide access to AP within the system - is this possible?
