How best to limit General Ledger period open/close access?

We're looking to limit the number of users who have the ability to open and close general ledger periods. So we're looking to break out the ability to open and close general ledger periods from the General Accounting Manager role into a separate role. However, we still want users who have the General Accounting Manager role to be able to access the Period Close area to complete other tasks besides opening/closing periods. We also want users who open and close the subledgers (Payables, Receivables, etc.) to still have that ability to open and close their subledger periods, without having access
