Facing issues with turning on Teamwork functionality

Summary:

We are not able to turn on Teamwork functionality.

Content (please ensure you mask any confidential information):

We have a requirement, where we get one task and we need two team members to work on it. Drag and drop feature to make Team Member assist another is what we want to turn on.

So far we have

  1. Turned on the Show Assistants and Show Team option under Configuration > Display.
  2. We have modified the Screen Configuration under User Type for the current user and added Create Teamwork to Resource Hint and added Create Teamwork to Activity List.

When I try to drag a TM onto another - I just get a pop up with "Select Group" with no options and the Dismiss Button.
