How to create a Partner from Existing Supplier?

Summary:

Is there a way to add Party Usage of Partner to the Suppliers in Fusion via FBDI /Webservices/SOAP

The Customer is already using Suppliers in Oracle Fusion.
Requirement is to add these suppliers as Partners.
We can do this via adding Party Usage of Partner to these Suppliers.
When CDM is enabled, once we try to create a Partner from UI under Partner Managment, it does a duplicate check on name and adds Party Usage of Partner.
We have a requirement to add party usage for 200+ supplier records. Is there a way to achieve this via FBDI or Webservices or SOAP for a bulk of Records together.
