Issue with Project Account Rule used in creating Payables Account Rule in Payables SLA

Summary:

In our organization , PPM is the single source of truth/accounting rules for any project related transactions (AP Invoices , Requisitions , POs). We have create different accounts rules in PPM SLA to derive different segments.
For Cost Centre segment , we have PPM account rule which used following source (see the screenshot 1)
"Project Organization Cost Center Segment".
So if in the payable SLA if the PPM account rule is directly assigned to the Journal Entry Ruleset then it works fine. However when payable define payables account rule(see screenshot 2) by adding PPM account rule as first priority then the payable SLA failed to validate.
