Restrict Adjustment access in Billing but keep in Account receivables.

Summary:

Currently a user is assigned with 2 custom roles that give access to Billing and Accounts Receivable work area respectively. We are trying to restrict Manage Adjustment in Billing Area for Invoice while keeping it for Cash receipts in Accounts Receivable area. We have removed the privileges from Billing Custom role but due to the user having the privileges in Cash receipt role user is able to access adjustment in Billing area tooo. Is there any way to restrict Adjustment access in Billing area ?
