Redwood Direct Reports: Hide the Add Direct Reports Section

Summary

We would like to HIDE the Direct Reports section, meaning limiting only option to reassign existing Reports. We would like to achieve this to avoid Managers and HR Admins with Manager role to add Direct Reports to themselves.

We have added a Business Rule but it seems the Business Rule is not working in this case.
