Redwood - Performance Goals disappear after going to the Development tab

Hello Experts,

We are having the following scenario: when employees add performance goals and before submitting them for approval, they go to the development tab and they add the development goals. Afterwards, when they go back to the Performance tab, the goals disappeared.

Is this the expected behaviour of the system? The Performance Goals should still be there for approval. This is having a huge impact on our business, as employees are complaining that they lose the progress they made.
