Trigger Email notification when specific category is added in attachment

Summary:

Hi,

We have added attachment category "Notice of Action" under attachment.

Our Use case is : when user add that type of category into the attachment under Case object then system should trigger email notification to a person or group.

We tried using groovy under trigger Before Update in DB but this requires some modification of case object then it will be triggered.

Is there a way that it can direct triggered based on adding the attachment?
