Job Offer Approval Rule using Individual Compensation fails

Hi Experts,
We are creating a Job Offer Approval Rule using Individual Compensation. But it always fails when we don't add an individual Compensation Plan. And it would work fine if we added ICP.
I guess it might be related to the rule that cannot handle the logic without ICP data. Could you check
