    We are currently operating our Oracle Fusion DB environment with timestamps set to UTC since implementation, and this is also consistent in our production environment. However, our business team has requested a change to EST (UTC - 5) timezone.

    We would like to understand the steps necessary to make this change, as well as the potential impacts we may face due to the transition. Specifically, we are concerned about:

    1. Steps to Change Timezone: Please provide a detailed process for changing the timezone settings in our Fusion DB environment.
    2. Impact on Existing Data: How will this change affect existing data and timestamp records? Will we need to convert historical data, and if so, what is the recommended approach?
