Transfer Order via Sales Order

Hello Experts

I am looking for a way in which some Transfer Order should go to OM but other don't depending on Shipping Method. I configured the enrichment rule as below. But when I test it does not work. None of them go through OM. Please suggest that what I am missing and why this is NOT working.

FYI…if I remove the condition of Shipping Method and set Enrichment rule to Ship through Order Management as Yes., then all Transfer Order is going into OM.
