How to manage a requirement for significant number of Goal Plans/ Eligibility Profiles

Summary:

Seeking feedback on other customers or users who have had a significant number of Performance Goal Plans and Eligibility Profiles. Today we have 9 total Goal Plans, all utilizing Eligibility Profiles that have a fast formula component. One of the Nine Goal Plans, is a Goal Plan that takes all eight other fast formulas and says - if you are not in one of these queries, then you are eligible for this one.

We have a new requirement to potentially move to having 48 specific goal plans with specific job and department combinations + 7 goal plans that say - if you are not in one of these 48 now you are assigned to one of these plans based on your salary.
