Approval Hierarchy for the workforce compensation Plan

Hi Everyone,
We need to set up the approval Hierachy for the workforce compensation Plan. Below is the scenario.
HR Managers will access the worksheet/plan and provide the merit increment and it should go the Head of Section for approval and then it should go to Head of Department.
Blocker here is HR manager is responsible for, lets say 4 Departments and under that 4 department there 50 sections, each section has Head of Section. As per employee section, approval should go for the respective Head of Section. Then it should go for the Head of Department.
We have already checked the Oracle documents regarding the Hierachy configuration in the plan. Would be more helpful if any inputs are provided on how as a process this can be achieved.
