How to bypass orchestration step for create order and apply for revise order

We have a requirement to bypass the step in orchestration during order create only and have this step applicable for revise orders.

1. Create an order.
2. order created with orchestration process applied.
3. Step 1 in orchestration should be by passed for create order.
4. Order reached to step 2 Awaiting shipping
5. Order is revised and submitted.
6. Step1 now should be processed in the orchestration.
