Inquiry Regarding Re-Creation of Deleted Campaign Members via Eloqua Campaign Response

I am writing to seek clarification and assistance concerning an issue we are experiencing with our Eloqua-to-Salesforce integration.
Concise Summary: When a campaign member created through Eloqua’s Campaign Response (Response Rules) is deleted from a Salesforce campaign, subsequent pushes from Eloqua do not re-create the member. This does not appear to be an issue on the Salesforce side.
