New Item Catalog not seen under Licenses (for HireRight License Monitoring)

Summary:

For context, we are implementing License Monitoring with HireRight. I began looking for a solution to separate the licenses that will be monitored (specific list we have to align to from HireRight) and 'other' licenses and certs that we still want to allow users to enter, but won't be monitored.

My initial thought was to add a separate Item Catalog under the Licenses & Certs template and have the existing one titled Monitored Licenses and the new one something else (in the screenshot below, I just named it Magnet Certifications. The issue is that when I go to the Talent Profile page as an end-user (we're still on the Responsive, if that matters) and attempt to add a new license, I am not seeing any of the new Item Catalog options that I created. Is there some sort of process that needs to be run, maybe?
