Manage Transmission - test fails with "The test attempt couldn't be completed”

We need to create and test an sftp in the manage transmission configuration page.

1. Go to manage transmission configuration page.
2. Create and save an sftp transmission.
3. Click on the test button.
4. The page hangs for a few minutes and then provides an error message: "The test attempt couldn't be completed."

The remote sftp server does not use whitelisting.
