    Summary:

    My instance has been stuck on "STOPPING" for the last 48+ hours.

    1. I can't start the instance, I get an error code:
      1. "Unable to start instance: instance ocid1.instance.oc1.eu-stockholm-1.anqxeljr2jctigqcjp3ascsuhf3ri24bgoyib7detic24lkig57krsto4tqq is currently being modified, try again later"
    2. I can't force reboot the instance, I get an error code:
      1. instance ocid1.instance.oc1.eu-stockholm-1.anqxeljr2jctigqcjp3ascsuhf3ri24bgoyib7detic24lkig57krsto4tqq is currently being modified, try again later
    3. I can't send a diagnostic reboot, because the option is greyed out.
