Benefits Close enrollment and Reevaluate Designee Eligibility process behaviour

Persons are getting processed even though the life events are not closed (Close Enrollment Process) or Loss of Eligibility LE is not assigned to dependents

we have scheduled the processes Close Enrollment and Reevaluate Designee Eligibility processes. When we check the report in the completed processes under evaluation and reporting work area, we notice that in the number of person successfully processed list, we are seeing persons listed for whom life event is not closed or dependents for whom Loss of Eligibility LE is not assigned. Is it an expected behavior? Any help on this would be much appreciated
