Horizontal menu icons disappear after enabling RSSP

Summary:

We are using a panel layout theme which displays on each classic UI page a horizontal menu icons for easy navigation. After enabling RSSP for requisition the menu has disappeared on the requisitions home page and on any Redwood enabled page. Do you have any advice on how to enable it back?
