Edit PR item price for catalog item

Summary:

A PR was returned to requestor by buyer. They need to change the price of the item but the item was added to PR through catalog search on the requisition home page. The price field is not editable when we try to edit the PR. Also it shows an error "Items added through catalog cannot be modified"

We are implementing an auto rejection for any POs where PO line amount > PR line amount by 10%. If the requestor cannot change the catalog item price then there will be a lot of rejections at PO level.
