Multiple Language data in one offer letter

We have a requirement to create job offer data in Multiple Langugages (chinese and English) at a time in one job offer template. Since the multiple Language package is enabled, if a record is created with Chinese Letters, will they be automatically translated for other user who uses English. Eg. A user keyed in"约翰" which means John. at First Name filed B user's preferred language is English, when B access the records will S/he be able to view the record as John. similarly vis - versa, English to Chinese.

Secondly in which language the records gets saved in the tables., do the tables store the translated values. if we want to retrieve the translated values could you please let us know what is Oracle's recommendations
