How does a colleague register interest in a Learning Item with no Offerings?

Summary:

We are looking for a way to open a Learning Item, the course only, to allow colleagues to register their interest for this course, so we can assess whether we offer this as an ILT or not, we could do this with our previous system and it allowed us to manage need for the course in a more efficient manner.
