How to issue refund against to Credit memos for internal customers

Summary:

Hi , we have requirement to issue refund against to credit memos for internal customers but while we are creating standalone credit memo for internal customers the issue refund button is greyed out and not able to select the issue refund button.

how to process Credit memo based refunds within the BU or LE.
