Why order customer and bill-to customer can be different which have no relationship with each other

Dear Mr/Mrs,

Summary:

When I create a sales order, I choose Customer A, and for Bill-to Customer, I can choose B, however, for A and B, there is no relationship setup. Does any experts know such case and explain?
