Multiple User Types Access for a Single User

When configuring a user, we can assign only one user type at a time. For instance, if we have two user types—one for Electric and one for Water—there may be a case where a user needs access to both, as they are the lead for both Electric and Water activities. How can we set up the system so that, depending on the activity, it automatically uses the appropriate user type for viewing and editing (Electric for Electric-related activities and Water for Water-related activities) while still managing everything under one user profile?
