Redwood Grade Ladder - Grade Step Rate shows nothing

We updated the grade ladder page to Redwood (https://docs.oracle.com/en/cloud/saas/readiness/hcm/25a/comp-25a/25A-compensation-wn-f35520.htm#Key-Resources), but when you go into the Step Rate Value, the screen is blank:

All of the Admin Profile Values are on and there's nothing to edit in VBS so I can't "unhide" the rate values. Is this expected functionality at the moment or is there something else that needs activating?
