Not able to create new instance despite of free tier quota available

I am trying to create a new instance as a free tier but it says limit reached but i do have quota for instance cores and memory.

Earlier during my trial period i had created 2 instances that i was using to learn basics. But after that trial ended, i thought of doing hands on with an end to end project and so i terminated those instances and tried to create new one in a new compartment

but i got this error - You cannot create a VM.Standard.A1.Flex because you have reached your limit. Upgrade to a paid account.
