Deactivate Site assignment in BPA through FBDI

Hello,

We are trying to deactivate site assignments through FBDI in a BPA's control tab, where the site assignment has been previously deactivated in the supplier's profile. Importing the FBDI will throw no errors, but then the change order will be incomplete as it will say that the supplier site is not correct.

When trying to edit the change order, it will not let us select the supplier site for the assignments that have been deactivated, so the BPA will not be able to update.

We were wondering if this is a bug or the expected behaviour, if the procedure should be to first deactivate on the BPA and then on the supplier's profile, as our customer does not want the BPA to appear on the Requisitions page for that specific RBU.
