Excluding Specific Departments/Job Titles from Goal Plan

How can I efficiently exclude certain departments or job titles from a goal plan based on the presence of a specific word in their names? Would utilizing an eligibility profile be the best approach for this task?

I am looking for a solution that automatically excludes relevant departments or job titles without the need for manually selecting multiple departments or individuals, especially as new departments may be created or new hires join the company.

In Redwood, I see an option to exclude by individual, but I wish to avoid manually excluding 150 employees (and missing any new hires)
