Positive pay files template migration through pasteItem2 soap API

when using the pasteItem2 SOAP API to import the customized seeded report layout positive pay file, we encounter an issue: the report layout is successfully uploaded to our higher environment, but the template shows a size of 0 KB. This indicates that the template is empty and fails to load correctly.

This report is a customized seeded report and we are trying to move the layout from pasteitem2 soap api. i am attaching the template which got migrated through api in this sr.

Open Question :

Is it possible to move a customized seeded report i:e Positive pay file directly in higher instance where this report we are creating first time with pasteitem2 soap API ?
