Default 9999 as segment 4 if segment 3 is in range 4000-5999

Hi All ,

We need to default 9999 as segment 4 if segment 3 is in range 4000-5999 while running accounting for AP. We need to acheive this via slam but since segment values are text in nature, we cant compare them with number values, any suggestion how to proceed.
