Add approver error during requisition creation

Summary:

We are testing the Redwood new features for Requisitions whic we intend to activate in 25C. We are following this document https://docs.oracle.com/en/cloud/saas/readiness/scm/24c/ssproc24c/24C-ssproc-wn-f32162.htm#Tips-And-Considerations . We have already given the roles mentioned in this document to users.

When creating a requisition when we try to modify the approver list we are able to choose the approver from the list but when we click add we are getting the error "We can't assign approvers to tis requisition right now".Upon further analysis we have determined the error is related to this API hcmRestApi/resources/latest/publicWorkers/<worker id>?onlyData=true returning 404 for the users trying to create requisitions. Using publicWorkers only without ID we are getting an empty list.Only users having IT Security manager role or a custom role copy of Human Capital Management Integration Specialist where we have provided a View All People
