Our Oracle Learning users are not able to enroll in more than one offering at one time.

Our users can enroll in a course offering, but when they try enrolling in another offering on a different day and time, Oracle Learning blocks the second enrollment. Our HR personnel have to go in and add them to the second offering. When HR adds them, the course status says, "Pending seat acceptance". Sometimes that enrollment is rejected and sometimes not. This has been the case for a couple months now. Is this a widespread issue, and if so, is there a solution? Thank you.
