How to disable an item for Transfer Orders and Subinventory Transfers?

We currently have a quantity on-hand in Oracle SaaS. Many of our transactions are generated in Oracle APEX and, as a result, quantity on-hand changes in Oracle SaaS. We have a situation in which we need to change one transactional attribute in Oracle APEX and disable an item for any transfer orders and/or subinventory transfers in both APEX and SaaS. We would like to explore an option of making an item non-reservable.

Would this be a good option and how would you recommend making this updated (i.e., from reservable to non-reservable)? If there are other recommendations, please let me know.
