Employees With or Without Goals Report - Missing data

Hello again, I need some help on my report. I need a report of Employees With or Without Goals. I created case statements for Total Employees, Goal Status (With or Without Goals) Employees with Goals, Employees Without Goals, % Employees with Goals and %Employees Without Goals

The report is not pulling the employees without goals. The employees without goals are missing. Can you help me check the statements? Thank you in advance.
