RSSP: Requisition workflow configured in FSCM isn't applicable for Redwood requisitions

Summary:

Classic - Our requisition workflow is configured in FSCM. We do have some rules defined based on the Requisition Header DFF and Requisition Line DFF. When both the flags aren't populated/enabled/checked, then the requisition would end up rejected (either both should be enabled, or both to be disabled. Only one enabled and other disabled would lead to rejection).

Redwood - When we submit the requisition with one of them disabled (for e.g., the Line DFF is disabled and Header DFF is enabled), then the requisition are getting approved, but the expected behavior is that they should be rejected.
