Make Payables Invoice field conditionally mandatory in Oracle Fusion

Hi Team,

We are looking for having a comment section or a dff on the Invoice header. And wanted to make this field mandatory conditionally. So if an invoice is cancelled, we wanted to users to add some comment mandatorily.
