TGZ downloading as file, not folder?

When I download the tgz folder from ODA, it is saving as tgz file and therefore I can't see the package folder within it. I've tried opening it in Chrome and Edge and neither are downloading it properly. I've tried extracting using 7-Zip but still nothing.

Navigation: Digital Assistant > HCMv2 Skill > Components > download tgz
