Expense Reports for employees that get terminated

If a delegate creates an expense report for someone the first thing it does is it goes to that person (owner) for approval. If that person gets terminated, the expense report sits there at the status "Pending Individual Approval". If the delegate has also terminated, can an admin move that expense report forward? And if there are a lot of them can it be done via a batch?
