Getting error while adding more policy to an exiting policy

Hi guys,

i am trying to add new policy to a exiting miscellaneous policy for which i am getting error as you cant add new rows, though i made the sheet as unprotected still its giving me the error.

Secondly if i am adding 200+ rows in the policy its not taking & the values in the sheet are changing automatically. Anyone faced such kind of issues? Then please advise.
