A Requestion previously rejected with Incomplete status cannot be resubmitted nor cancelled

A Requestion previously rejected with Incomplete status cannot be resubmitted nor cancelled.

There is a requestion mark as "Emergency Purchase Order" and the PO number has been assigned but it was rejected by approver.

It was previously with 2 suppliers, but the user has cancelled those lines of Supplier B and leaving Supplier A only now.

When he tried to resubmit it, there is error message as below.

The user cannot cancel the requestion too. The "Cancel Document" button is disabled.

Please advise how do we fix it.
