Issue with Conducting Talent Review Meetings and UTC time when trying to conduct a meeting

Summary:

As Oracle has UTC hard-coded, and we are running on NZST (+12/+13 hours), we have found some interesting behaviour with Talent Reviews.

When the inputted day of the Meeting has arrived (Say the 10th of March), Oracle does not officially change system day until around 12/1pm for us. If a user attempts to conduct a meeting in the morning, as the set day of the meeting - they are not able to and it errors out, as the system has not yet reached the "Meeting Day".

We can advise users to select a day earlier then needed, but this has the potential for human error and confusion, and so wondering if anyone has had a similar issue, or any ideas on how we could approach a resolution for this?
