How to send business expiring notification to Category Manager?

Summary:

Hello All

Need Help, Business needs a report for Category Managers that helps them identify Vendors with nearly expired Certificates (30 days or less) and Receives notification when vendor is about to expire.

As per the current functionality, the business classification expiring notification is sending to supplier contact whose are administrative contact and those are having supplier portal access.

is there any way to send notification apart from supplier contact?
