Sales Order Restapi hold creation level

Summary:

We are using below RestAPi for applying hold on sales order line. We noticed that the hold is getting applied at fulfilment line level and not at line level.

1)Is there a way to apply the hold using rest api at line level.

2)Till now the holds were being applied using SOAP at line level. What would be the impact of applying holds at fulfilment line level instead of line level.
