Error while creating the requisition from maintenance work order

Summary:

We are trying to create a purchase requisition using task Manage Maintenance Work Order but getting below error.

Error Page: A requisition can't be created. Either the plant doesn't allow direct purchase, or you don't have the privilege required to create work order requisition. (POR-2010902)

The same user is able to create the requisitions for other work orders in the same plant.

Could you please advise what might be missing here?
