Resource Type is being grouped During Edit Resource

Hello!

When I add a new resource, the entire list of Resource Types (Field Resource Role) appears. For example, I picked and saved 'PW - Refuse' for User A and 'Water Production - Resource' for User B. When I go back to edit the resource, the dropdown list appears to be 'grouped.' The Resource Type list for User A looks different from User B's list. I've checked both the Resource Type and Filter configurations, but I can't identify how the list is being grouped. Does anyone know if this is expected behavior, how the grouping is happening, or if there's a specific configuration causing the lists to be separated?
