Automatic Asset creation for item not enabled for asset tracking

I have a question on automatic creation of assets.

There are many items in PDH which have following attributes setup:

EnableAsset Tracking = Not tracked

LotControl = No Lot Control

SerialGeneration = Dynamic Entry at inventory receipt

Since the asset tracking is disabled I expect there should not be any asset created for this item when onhand is loaded into Fusion.

However,in the CSE_ASSETS_B table we have assets for this items for onhand loaded.

The serial number is concatenation of item number, revision and serial number loaded in onhand FBDI.

Is this is an expected behavior?

I cannot find any documentation describing this issue. All documents talk about items enabled for asset maintenance which is not the case here
